Legal Question in Personal Injury in Washington

I tripped on a carpet display at a local liquidators and although their Farmer's Insurance representative has OK'd, (non) liability medical coverage due to the fall, they are refusing any other settlement for my injuries, time and stress.

I managed to take photos of the hazard/fall area and have been referred to Rebound Rehabilitation Services for twelve sessions.

At what point do I need an attorney to handle an Insurance liability issue and is it worth pursuing a monetary settlement?
