Reduction in work vacation time

My work is threatening to reduce our Personal Time Off (PTO=Vacation Time + Sick Time) from 4 weeks/year to only two. Is this legal?

On a going forward basis, yes it would be legal. They cannot take away any time already accrued - if it is earned.

Yes. It's also 'legal' for them to lay you off or terminate you. You are an 'at will' employee, unless you have a written employment contract or are in a union.
