Taking Advantage of the System???

I have just learned that there is a law that prevents people from taking advatage of the system...calling DSS on someone out of spite, calling the police constantly for no reason etc...Now my question is What is this law called???

Making a false police report in the Commonwealth has been illegal for many years(at least a class 1 misdemeanor). Beyond that, in terms of making such a report to the Department of Social Services (DSS), I have no information.
